When copying between filesystems, one could have the option of preserving modification times
(particularly useful for keeping two trees synchronized). "touch" could be added to FsShell,
instead of the somewhat odd "touchz" that's in there now. When permissions are added, even
if the file is immutable its modification time should be updated when its permissions change.
