    Resolution: Fixed

If one of the two daughter splits had been removed and then the META scanner ran, a get on
the info on the removed region would come back empty generating the IllegalArgumentException
causing the scanner to exit.  Because the meta scanner wasn't running, parents were not being
cleaned up and so the test was failling.  Usually when tests ran, both daughters had been
cleaned by the time the META scanner ran and all just worked.

Closing because HADOOP-1730, just committed, should fix this issue (Can reopen if happens
again).
