Why should upgrade completion depend on the set of Datanodes present? Datanodes can come and
go, what matters is the number of blocks that have been upgraded. Wouldn't it be better to
declare victory when all blocks have been upgraded? All blocks may not be available, of course,
and in the event of that occuring the manual override can be used.
