Bigtable applies attributes on a per column basis. For example, the number of versions kept
for a column family, access control, compression are all per column family attributes. Currently
max versions is a per table attribute in HBase. Since we are going to be modifying table and
column descriptions for this set of enhancements, we should take this opportunity to make
max versions a per column attribute as well.
