When a 'tip' fails since more than MAX_TASK_FAILURES are exceeded, the tip is marked 'killed'
and 'failed' (via a call to TaskInProgress.kill from JobInProgress.incompleteSubTask) which
makes it hard to distinguish from 'killed' tips (since for e.g. the job itself got killed).

Straight-forward fix is to add a TaskInProgress.fail() and use that instead.
