Could we perhaps extend the XML markup to include this information as an attribute (or subelement)
on a property? I.e.

<property level="expert">
  <name>...</name>
  <value>..</value>
</property>

Or the less preferred:

<property>
  <name>...</name>
  <value>...</value>
  <level>expert</level>
</property>
