Not necessarily.  Revising the patch is a fine development mode for something with only one
or two developers, but if you have more collaborators, it will be easier to use subversion.
 Committing it to contrib before it's complete with a clear notice that it's a work in progress
would be acceptable to me.

Personally I'd prioritize unit tests for the existing code slightly ahead of a complete client
implementation.

However you proceed, it doesn't hurt to post updated patches frequently.
