A patch for this will be posted tommorrow.  I have the configuration and TaskTracker parts
done.  I need to finish the jsp changes.

under which their are task directories to hold error output from tasks.  This feature sets
the hadoop.log.dir of each child task being created to that task directory under userlogs.
 This way each task can have its logging go to its own directory instead of all being in the
main hadoop log file.
