I think the 5 second sleep is appropriate. A smaller timeperiod will need the namenode to
do more wasted work (because of an RPC call).

Regarding the "exception during interrupt", the higher level functions catches the interrupt
and prints out an error message. This lets the user know that the call terminated because
of an interrupt (and not because the namenode exited safemode).
