I just committed this.  I renamed the environment variable from HADOOP_NICE_VALUE to HADOOP_NICENESS,
and also added an entry to hadoop-env.sh.template.  (hadoop-env.sh is not in svn, so that
user modifications to it are not overwritten.  Instead we copy such files from a template
file at build time.)
