taglibs-dev has a backlog of 58 moderation requests pending.

Ted Husted unsubscribed from taglibs-dev on 31 Mar 2003.

taglibs-dev has one moderator defined: husted@apache.org

As a temporary fix, I added ted@husted.com to the 'allow' list for this 
mailing list.
