Here is an overview of the issue:
---------------------------------------------------------------------
        Key: GUMP-40
Summary: non-committers can modify (some) descriptors
       Type: Wish

     Status: Unassigned
   Priority: Major

    Project: Gump
 Components:
             Object Model (GOM)
   Fix Fors:
             unspecified
   Versions:
             unspecified

   Assignee:
   Reporter: Leo Simons

Description:
It would be nice if people who are not committers @ the ASF have a way to modify descriptors,
in particular developers of non-ASF projects maintaining the descriptors of those projects.
This is currently done by putting those descriptors in a seperate cvs module and accessing
them through ViewCVS, but this has several downsides as has been discussed here:

http://nagoya.apache.org/eyebrowse/BrowseList?listName=general@gump.apache.org&by=thread&from=681442

Possible alternatives could be a publicly writeable repository, an access-by-request repository,
a web application with granular auth&access control, or all of the above.
