No, runtime="true" means it is needed at compile and at run-time.
runtime="false" means it is only needed at compilation time.  Some
things are only needed at compilation time, Ant or XDoclet for
example.

XDoclet itself needs a couple of projects if you want to run it, these
are supposed to marked as runtime dependencies.  If you want to use
XDoclet, you say inherit="runtime" in your project's descriptor and
don't have to track all of XDoclet's dependencies manually.
