Forrest cheats.  Instead of using <ant>, it uses it's own script.  Look 
closely, and you will see that it doesn't use today's version of Ant, it 
uses the version of Ant which it has checked in (vintage December).

If it wants to use it's own script, then it needs to supply 
-build.sysclasspath=only when it invokes ant.
