you need to define a seperate module which checks out a tagged version 
of the cvs, then copy the FOP descriptor there and give it a new name, 
<project name="cocoon-fop-0.20.2"/> or something like that, then update 
cocoon's <depend/> tags to use that new (old) project. This is done for 
xerces1, for example.

A more icky alternative is to do a build of a module, put the jars in 
cvs somewhere, then define the custom project to refer to those jars. 
See an example at the bottom of avalon-excalibur.xml. This is not the 
preferred way of doing things, and was only done because the altrmi cvs 
is untagged.
