The keyboard layout format isn't properly documented yet, but you can find the existing layout
definitions in the {{src/protocols/rdp/keymaps/}} directory of the guacamole-server source:

The format is (hopefully) relatively human-readable. Each .keymap file defines a mapping from
layout-independent X11 keysyms (used by Guacamole) to layout-dependent scancodes (used by
RDP). Once a new mapping file has been created, it needs to be added to {{src/protocols/rdp/Makefile.am}}:

that way it will be built along with the other keymaps.

My recommendation for getting started would be to just modify an existing keymap to match
the Swiss-French layout - whichever keymap looks closest. Once it's been confirmed to work
as expected, it can be added to the build as a separate keymap.
