The dev website is now hosted in the normal Apache way for a project. The user website has
been reworked accordingly.

The remaining task is to host the user site on Apache infrastructure. I will mark this step
as finished since we believe that as part of doing the next step (GROOVY-8183) potentially
using buildbot and targeting the output to be on Apache infrastructure, we might get that
part for free.
