Where the code for groovy-lang is hosted? That will answer your question.

That could be fine if the link is explicitly external and not included into
the release _materially_, ie the content isn't copied into the release zip,
etc. Because then will have to figure out about the status of this
contribution, licensing, and all that jazz.
