This sounds good. I believe that if the implementer of this issue can implement (1) with vertexoutputformat
being computed before edgeoutputformat, then the various giraph-formats can synchronize if
they need in the vertexoutputformat#close() (or the edgeoutputformat#initialize()) with a
ZK barrier without putting that logic in the core.
