I think VertexOutputFormat makes perfect sense because Giraph's output *is* vertex-centric:
for each edge, output something.
Then it's up to the implementation whether to output a vertex value or its edges, and whether
to produce one record/line or multiple ones for each vertex, but it still holds that the process
uses only local information from a vertex at a time.
Something like an EdgeOutputFormat can be easily implemented in user-land as a wrapper over
VertexOutputFormat, no?
