For IntelliJ IDEA: Project Settings -> Code Style -> Java -> Imports, and you can
setup the template and also disable star import.
To have the IDE automatically optimize imports, IDE Settings -> Editor -> Auto Import
-> Optimize imports on the fly.

The imports order is a per-project setting, so it would go in the standard settings that we
were thinking of adding to the repo.
