I think this is generally good the only major comment is that the default values should be
inside of GiraphConf themselves in my opinion.  I.e. instead of conf.getMaxWorkersWithDefault(0),
we can do conf.getMaxWorkers(), where the default values are decided in getMaxWorker().  This
prevents default values from being different for the same method.
