If the ejb jar is packaged in the same ear, could you try whether the
configuration below works for you :

<ejb-ref>
        <ref-name>ejb/**TestEJB</ref-name>
        <ejb-link>bob.ejb#TestEJB</ejb-link>
</ejb-ref>
