A gbean element can declare a dependency on another GBean.  I'm not
sure this forces the other one to start first, but I'd try it:

<gbean name="bean1" class="...">...</gbean>
<gbean name="bean2" class="...">
  <dependency>
    <pattern>
      <name>bean1</name>
    </pattern>
  </dependency>
</gbean>
