Phillip,

I believe that ActiveMQ (http://www.activemq.com/) has many of the 
features you mention here.  The is a pretty common problem so they may 
already have a sample application or server configuration for this use 
case.  I suggest you ask this question on the ActiveMQ mailing list 
(user-subscribe@activemq.codehaus.org).
