In revision 1460849 I committed additional changes. Now instead of updating the config-substitutions.properties
file, GEP will pass the port offset, http port, etc. information (via system properties) to
the server. That way, the port information specified in GEP will always be accurate and correct.

change in made in GEP, the server configuration is updated as well.
