In revision 1390068 I ended up moving the logic in
to and executing it only for bundles listed in etc/
file. The reason is that a bundle that has dependencies on a later installed bundle, it might
also be required by another later installed bundle. Therefore, the bundle listed in etc/
have to be installed first and started later.
