commit in GEP At revision: 1357610 and server at revision: 1357585

Like GERONIMODEVTOOLS-790, mark the removed applications when server is stopped, and pass
them to server when server is started next time, the server won't start them, and then in
GEP could delete them when synchronizing with server.

also, using the -Dorg.apache.geronimo.st.v30.core.manageApplicationStart=true system property
to enable the feature.
