orm.xml can't be loaded because openjpa is using bundleclassloader to search it.  the returned url is like this bundleresource://381.fwk256728009/META-INF/orm.xml

openjpa need to make sure orm.xml url is based on the PU_Root url which has been changed to file:xxxxx.jar  after Ivan added expanded bundle support.
