Hi Rex,

1. I agree that centralized configuration is not required but it does introduce some advantages
as I described. I did consider the plugin mechanism and the implementation would not break
the mechanism.   

2. The files are supposed to be secured by the file system permissions of the server instead
of by our server implementation. 

3. I'm not very clear about what you mean recorded in an xml file and why not keep the information
in user-pages.xml.
