    Fix Version/s: 3.0

The java.io.tmp directory is computed / set correctly in the launcher code. The launcher code
also performs some validations on the temporary directory (to see if it exists, is a directory).
However, it wasn't checking if the directory is readable or writable. I added that check in
revision 1148620.
