I think this is to support in place editing of jsps, html, etc.  What happens if you deploy
an "exploded" wab using a reference:file:// url?  I would not expect anything to get copied
into the server due to the reference: url.  Does the bundle pick up live changes to the resources?
 Do jsps work?
