 i tried the patch you provided, this will break the system-database module build on windows
xp & 2003.

In geronimo 2.2, this statement is not executed coz that jarURLRewrite is set to false as
below:
 jarUrlRewrite = new Boolean(System.getProperty("org.apache.geronimo.deployment.util.DeploymentUtil.jarUrlRewrite",
"false"));
In geronimo 3.0 this is set to true
 //Why not always set this with true ? Online deployer also lock the jar files
        jarUrlRewrite = new Boolean(System.getProperty("org.apache.geronimo.kernel.util.JarUtils.jarUrlRewrite",
"true"));

If replacement and URLDecoder are not good options. Revert jarURLRewrite to false, can be
a workaround.
