I prefer the idea to add some methods in the MBE, and I think some ModuleBuilders are also
required. The only problem I saw now is the scope, especially in the WebModule builder, the
scanning scopes depend on some other scanning result. My first rough idea is to refractor
our BundleAnnotationFinder. or extends it to have a CompoundBundleAnnotationFinder, and we
could regiester some callbacks to it, and those callback classes might have ;
a. Scope detection, like these existing filter class
b. addClass / isAccepted methods
