If you deploy an application using the hot deploy directory and remove the application while
the server is stopped, the server will not detect this "undeploy" condition on server restart.

We may not be too keen on hot deploy. However, lots of developers seem to like to use it.
It would be great, if developers could use the hot deploy feature without having to be aware
of server state (e.g. started/not-started).
