The OSGi Alliance wishes to use the Geronimo spec jars for the RFC 66 reference implementation,
but they are running into a constrain violation because the Geronimo version is exporting
the wrong version of the packages.  This Jira is just to correct this problem and get a new
version of the spec jar released for their benefit.
