This is caused by the schema definition. Fix it with #817971 for 2.1.5 branch and #817975
for trunk

Due to JIRA 510,  the openejb-jar-2.2.xsd has been added to validate the ejb deployment plan.
There may be other potential issues about the schema. So leave the JIRA open, in case other
problems found in this schema.
