I agree that we should provide the same services for context-param elements.  I don't insist
that that be implemented with this jira since we may need a different mechansim -- jnddi references
may not work.

For me exposing any of this in the console or providing a redeploy migration assistant, while
very good ideas, are out of scope for this jira.
