I was unable to reproduce your problem. What I did -

1. Change all localhost/0.0.0.0 to the real IP of the machine in the config-substitutions.properties
2. Change ActiveMQPort to 10002 in the config-substitutions.properties.
3. Start the server - succeeded
4. telnet [real IP] 10002  - succeeded
