This is a patch that addresses the use case of child configurations being updated and restarted
via a parent restart. The patch exposes a new method on Configuration i.e. getManageableAttributeStore
that is accessible to all classes in the same package and the SimpleConfigurationManager applies
overrides during a restart by calling the method appl.
