Lin Sun resolved GERONIMO-4479.

    Resolution: Fixed

fixed in rev 729920 by reverting some changes in rev708650.  I think the prob is that when
installPluginList is called (this is used to build custom server assembly from either admin
console or gsh), and when we construct the pluginInstallerGBean, it is using the current server's
configManager, instead of the configManager from the buildConfigurationManager method.  Thus
it thinks everything is already installed.    Also, we have to call setUpServerInstances first
to set up servers before buildConfigurationManager so I could not easily reuse the private
pluginInstallerGBean constructor.
