I don't think that geronimo includes any fop classes at all, so I'm mystified by your results.

Could you modify your code to include something like this...

System.out.println(org.apache.fop.SomeFopClass.class.getClassLoader().toString());

(using an actual fop class) and tell us what it reports with and without the filter?
