If the gbeans copy held by the running configuration gbean matches what is in config,xml (or
the configurationStore), it would be better.
I am not familiar with the kernel, I just feel it is hard to keep the sync between the config.xml
and the running configuration.
I notice that there is a reloadconfiguration method in the configurationManager, it is equal
to restart + load the newest configurations from the store. Also, I tried to use it to replace
the restart method in the portlet, it works well.
