1. Add the <fieldset> & <legend> tag will be result in the changes on UI,
Please see the pic in attachment, should we real need a wrapper line out of each radio button
group?

2. I went through all the pages that contains checkbox and found that almost each page has
only 1 checkbox on it, so I don't think we should add a wrapper line out of it.

Any thoughts?
