Hi Ted, resolving this JIRA as well with the following explanation. Please re-open if you
disagree and move to say 2.1.2 or 2.1.x. Thanks.

It appears that the proper order is vital when using the "Download and install" capability
of the GEP since the Eclipse update manager is being used to provide this capability. So it's
important that the update manager be used to first download the features that represent the
GEP adapter. Once all the feature and plugins are downloaded by the update manager should
we provide/allow the capability to download the server binaries. It seems that simply importing
the plugins is not sufficient. Thus if we only import the plugins, we should only allow the
specification of an existing location where the server is already installed.
