Whenever the monitoring plugin attempts to monitor a server that is offline/doesn't exist, it takes way too long to load the page. We need to reduce this timeout period.

I suggest that we add a parameter for the admin to set as the "timeout period" somewhere in the portlet. By default, we can choose to have this timeout parameter be set to 5000 milliseconds. 

We can use the InetAddress class to call isReachable(int timeout) to see if the server is online.
