Currently, POA.destroy() throws an exception if it is called more than once for a POA instance.
 This behavior is not compatible with the Sun and IBM orbs, which can cause problems for applications
written for the other implementations that ensure they're performing cleanup in all situations.
 destroy() should just silently return if the POA has already been destroyed.
