I actually had a patch to filter the system contents a long, long time ago (before I became a committer). The powers at the time didn't think that the function was appropriate or necessary. I basically hid all of the system modules and had a selection the user could choose to only show them on demand. I'm sure there are other ways to implement this but thought a little bit of history might be useful.
