In rev 591248 I made it so you can specify conditions in the pom and they get into the geronimo-plugin.xml
and thence into the config.xml file.  However the condition is the same in both the tomcat
and jetty server, so right now you always get cxf.  We might be able to do something with
config-substitutions and a substitutable property in the condition, but I haven't tried it
and don't know if it would work.  Is the current behavior OK or can you think of a way to
change it?

That creates problem in certain situations where two modules can be installed at the same
time but only one can be running at a time. For example, as in case of Axis2 and CXF. Before,
the assembly's config.xml file specified the appropriate module conditions which prevented
the two modules from running at the same time. Right now, the deployment of applications will
fail if both both Axis2 and CXF modules are running at the same time.
