Same here!

  Upon start of the server (or new deploy) the app is not available (http://localhost:8080/).
However yo can access the welcome file if you type entire url (http://localhost:8080/index.html).
Then, if you restart the app, you will be able to access the app normally (http://localhost:8080/).
Very annoying bug :(
